DEPARTMENTAL ACTIVITIES:

Agricultural Statistics

Agricultural year (June to May) is divided in to basically two seasons viz., Kharif and Rabi. Agricultural census is conducted in both seasons Viz., Kharif and Rabi in a year based on the adangal records of revenue department and reconcile the areas with line departments i.e., Agriculture,Horticulture,Irrigation and sugarcane  etc.

Rainfall Statistics

Rainfall Statistics are used for monitoring the seasonal conditions and the progress of Agricultural operations on a continuous basis. These statistics on daily rainfall are collected station-wise by the CPO   and the same is submitted to The District Collector and DES. No. of Rainguage Stations in the District : 17

            State Disaster Mitigation Society (APSDMS) is recently establishing automatic weather stations in all Mandals. These stations transmit hourly data on six parameters namely rainfall, humidity, temperature, wind velocity, direction and barometric pressure. It is proposed to integrate Revenue Rain guage and AWS data at Mandal level. No. of AWS : 29

Advance Estimates

Generally, crop-wise area sown particulars are available only after conducting of Agricultural Census, every season. But it is too late to estimate crop-wise production at this juncture and of no use. This estimation should be well in advance prior to the agricultural Census, to assess whether the estimated production is sufficient to cater the needs stake-holders. it is also required for the purpose of Planning and to take policy decisions to regulate market fluctuations, public distribution, EXIM (Export and Import) policies MSP etc., and to take major policy decisions during the agriculture season (prior to the completion of Agriculture Census) (Kharif and Rabi), data on agriculture production is essential and as such Government of India, Ministry of Agriculture introduced a system of preparing “ Advance Estimates” in the year 1997-98 and being in implementation for estimation of production, important parameters required are:1) Area under different crops2) Average yield/ yield rate per hectare for each crop3) Estimation of production using statistical tools.

SOURCE OF DATA: The area sown particulars noted in the monthly cultivation accounts prepared by the revenue officials at village level, (i.e., V.R.O.) the area figures will be aggregated at Mandal, District and at State levels. The yield rate for each crops will be worked out based on Crops Cutting Experiments results and existing seasonal conditions and thereby basically four periodical advance estimates are prepared during an Agricultural year and they are as follows.

Timely Reporting of Agricultural Statistics

This is an ongoing centrally sponsored scheme implemented since 1971-72. The total expenditure of the scheme is met by Central Government.

Purpose

To reduce the time lag in the availability of final estimates, to provide season wise area estimates while the crops are standing, to arrive at separate estimates for both Irrigated & un-irrigated areas under different crops, to estimates the areas under high yielding varieties. Under this scheme the Area Estimates (Un-Biased and Ratio Estimates) and Standard Error are Calculated as per methodology presented by GOI of Principal Crops. The data collected from 4 cards in 20% of the villages every year.

AS 2.2: Supervising crop cutting experiments by State and Central Authorities for production estimates.

Crop Estimation Survey

 The objective of Crop Estimation Surveys is to obtain the estimates of average yield per hectare (productivity) and total production of principal crops, both at District and State levels by conducting crop cutting experiments. The scheme is being implemented from 1950-51 onwards in the State.

A crop cutting experiment for any specified crop involves marking of experimental plot of specified size in the selected field, harvesting, threshing and weighing of the produce obtained from it. In a specified number of cases, the produce so obtained will be stored and dried for a further period in order to determine the weight of the dried produce.

The following crops are covered under this survey.

Food Crops             : Paddy (Rice) (K & R ), Maize (K & R ), Redgram (K), Greengram (K & R ), Blackgram (K & R )

Non Food Crops :       Groundnut (K & R ), Sesamum (K & R ), Cotton (K), Chillies (K & R), Sugarcane (K), Tobacco ( R )

FORMS TO BE SUBMITTED:

The details of selection and experimental results are collected in three different forms which are detailed below:

Form – I :-

This contains information on selection of survey numbers, name of the crop, condition of the crop sown, source of irrigation, expected harvest date, particulars of farmer etc.

Form – II :-

This gives information on plot yields, inputs, irrigation facility etc.

Form –III :-

This provides information on driage experiment results.

Fruits and Vegetables

            The Government of India has proposed to conduct yield estimation survey on some important fruits and vegetables crops. A multi stage stratified random sampling method is followed in selection of crop. Mandal and Village gardens are selected. Horticulture and Planning department Mandal level officers are Primary workers. In this District Mango, Banana, Cashew nut and Coconut Crops are selected for fruits and Vegetables CC experiments.

Non CC: 

                      The Crops which are not Conducted under CC experiments of food and Non- food crops, Fruit and Vegetable crops will be obtained through oral enquiry Predominantly covered crops in the District.

            In each village two formers  from  Marginal  and Small, Two formers from Medium and Large categories will be selected. On Oral enquiry the data  regarding area and production of the crop obtained from selected former and based on this the average yield of village is arrived

            In this District Palm  oil , Cow gram and Bitter guard  crops are selected.

Annual Survey of Industries(ASI)

The Annual Survey of Industries (ASI) is the principal source of industrial statistics in India. It provides information to assess the changes in the growth and structure of organized manufacturing sector comprising activities related to manufacturing processes, repair services gas and water supply and cold storage..

1 ASI Schedule:

ASI schedule is the basic tool to collect required data from the factories registered under Sections 2(m)(i) and 2(m)(ii) of the Factories Act, 1948. This schedule has two parts.

Part-I:

To collect data on Assets and Liabilities, Employment and Labour cost, Receipts, Expenses, Input items: indigenous and imported, Products and By-products, Distributive Expenses, etc.

Part-II:

To collect data on different aspects of labour statistics, namely, working days, man-days worked, absenteeism, labour turnover, man-hours worked etc.

OBJECTIVES

ASI is designed to obtain comprehensive and detailed data for the following objectives, viz.,

  • Estimation of the contribution of manufacturing industries as a whole and of each type of industry to the “State Income”
  • To analyze the various factors influencing industries in the State,

Index of Industrial Productions

The Index of Industrial Production (IIP) is a yardstick for measuring Industrial growth in the State. It includes the relative change of physical production in the field of Industry during specific period as compared to the previous period. The IIP is estimated for combined state monthly by collecting data from selected units of Manufacturing, Mining and Quarrying and Electricity.

OBJECTIVE:

The main objective is to estimate the contribution of Industrial sector to the Gross State Domestic Product. IIP in the State is being compiled with base year 2004-05 for 22 industrial classifications at 2-digit level under manufacturing sector. In this District 1.NMDC Ltd 2. ITC 3. Sruthi Industri and 4.Sree Lakshmi Tulasi Industries are selected.

PRICES

            Price statistics play a very significant role in the economy of the state as well as country. Price is termed as an economic ‘Barometer’ of real purchasing power of the community. The price stability is considered by the Nations the World over as a crucial pre-condition for sustained growth in economy. Variation in prices is measured in the form of Index Numbers.

One of the foremost concerns of the Govt. is to have a regular and periodic check on the movement of prices of essential commodities. So as to take remedial measures for curtail market fluctuations & inflation. The Directorate of Economics and Statistics has been collecting and compiling the following types of prices statistics:

  • Retail prices of 6 Essential Commodities    :Daily) Kothagudem,Palwoncha and Bhadrachalam centres
  • Retail prices of 21 Essential Commodities  :Weekly)Kothagudem,Palwoncha and Bhadrachalam centres

Socio Economic Survey 77th Round

         Survey Conducted on  “Socio Economic Survey conducting on Land and live stock holding of house hold and situation assessment of Agricultural households and dept and investments”.From 01.01.2019 to 31.12.2019 in two sub rounds in 16 selected Samples of Urban and Rural Areas. 

 

 

 

6th Minor Irrigation Census and Census of Water Bodies

Conducting census quinquennial basis with an objective to build a sound and reliable data base on the minor irrigation sources existing and their usage,

Appointing the enumerators and supervisors, imparting trainings, enumeration of MI sources and

   water bodies, Conduct of field inspections and scrutiny of the filled in schedules, Geo – tagging all the sources

   for ensuring quality and coverage as reference year 2017-18.

Local Body Accounts

            The income and expenditure details of Jilla parishad, Muncipalities, Mandal praja parishad and Grama panchayat are collected in every financial year and submit to the DES, Hyderabad in calculation of GSDP at state level.

 

                                                                                      PLANNING:

MPLADS: 

  • Bhadradri Kothagudem District fallen in two Parliamentary Constituencies i.e, Khammam (LS), Khammam (RS), and Mahabubabad(LS)
  • For Khammam (LS) & Khammam (RS), Khammam District is Nodal District for implementation of MPLADS Progamme.
  • For Mahbubabad (LS), Mahabubabad District is Nodal District for implementation of MPLADS Programme.
  • Based on the Proposals given by the concerned Hon’ble M.Ps to execution in Bhadradri Kothagudem, the District Collector has accorded administrative sanction and to obtain the MPLADS funds from the concerned nodal district for execution.
  • 2019-20 Funds not Allotted till to date. 
  • CONSTITUENCY DEVELOPMENT PROGRAMME FUNDS (CDP) :
  • 5 Assembly Constituencies are in the District. i.e, Kothagudem, Bhadrachalam, Pinapaka, Yellandu and Aswaraopeta.
  • In Constituency Development Programme the Government have sanctioned an amount of Rs. 3.00 Crores per each constituency to utilise the same for sanctioning of works under CDP as proposed by the Hon’ble M.L.As of Concerned Constituency.
  • On receipt of the Proposals from the Hon’ble L.As, estimates have been called for from the concerned Executive Agencies and administrative sanctions shall be given by the District Collector, duly entrusting those works to the concerned Executive Agency for execution. 2019-20  Funds not Allotted till to date. 

CRUCIAL BALANCE FUND (CBF):

  • The Government have allocated an amount of Rs. 5.00 Crores to the District Collector under Crucial Balancing Funds, to utilize the same for social needs as per public needs.
  • 46 lakhs Allotted 1st Installment during the Year 2019-20 and Administration sanction is 29 lakhs.
  • CORPORATE SOCIAL RESPONSIBILITY (CSR):Under Corporate Social Responsibility, funds were sanctioned and released by the industries such as S.C.Co. ltd,. Kothagudem and TSGENCO Hyderabad, for execution of certain works in the areas of affected villages surrounding their industry.

 

SPECIAL DEVELOPMENT FUND (SDF):

As Per the request made by the Hon’ble Public representatives to the Hon’ble Chief Minster , the Government has considered to allocate and release funds under S D F(SPECIAL DEVELOPMENT FUND)  to the District Collector, to take up the works, irrespective of Constituency boundaries.
