IRRIGATION & CAD

Description about the Department.

     Irrigation & CAD Department of Telangana State is making every effort to harness and utilize all the available water resources for the benefit of Agricultural sector, Industrial Sector and also providing drinking water for overall development.

     The main objective of Irrigation Department in Telangana is to create irrigation potential in the drought prone areas, upland areas and upkeep of the existing projects to enhance the agriculture productivity per unit of water with increased water use efficiency.

All the irrigation projects are classified based on the irrigated ayacut under the projects as below:

    In addition, the Department is also in charge of command area development works, Flood Control works in the State.

      For the early completion of ongoing projects and to modernize the existing Irrigation Projects in the state, financial assistance is being taken from Rural Infrastructure Development Fund (RIDF) (NABARD), JICA (Japan International Co-operation Agency), GOI accelerated irrigation benefit programme (AIBP) and World bank assistance etc in addition to the Normal State plan whenever it is necessary.

MAIN FUNCTIONS OF THE DEPARTMENT

  1. Hydrological assessment of availability of water in the river basins including water allocation to the Irrigation and other purposes
  2. Planning & design of Irrigation systems.
  3. Construction of new projects to create irrigation potential for economic development of the state.
  4. Stabilization of existing ayacut by rehabilitation of the age-old projects.
  5. Modernization of age old Major & Medium Irrigation projects.
  6. Improve water management and water use efficiency by integrated and coordinated efforts by all line departments.
  7. Preparation and implementation of operation and maintenance plans for existing Irrigation projects.
  8. Flood management.
  9. Restoration and maintenance of flood banks.
  10. Irrigated area assessment and assessment of water royalty charges for industrial and other utilization.
  11. Presentation of data & analysis on water availability, utilization of Interstate River basins, presenting the information to the respective tribunals.
  12. Exploration of new project commands.

MAJOR IRRIGATION

  • SITA RAMA LIFT IRRIGATION PROJECT (SRLIP):

         The Government of Telangana, vide G.O. Ms. No.11, I & CAD (Projects-I) Dept., dt.18.02.2016, have accorded administrative approval for SRLIP for Rs.7,926.147 Crs. and subsequently, vide G.O. MS. No. 72, I & CAD (Projects-III) Dept., dt: 02.08.2018, have accorded revised administrative approval for an amount of Rs. 13,057.98 Crores to take up the project in Bhadradri Kothagudem, Khammam and Mahaboobabad districts.

 STATUS OF WORKS:

SRLIP Main Canal from Package No. 1 to 8:

    Main Canal from Km 0.000 to Km 104.400in 8 Nos of packages including 3Nos of Pump Houses.

Physical & Financial Progress:

  • Earth Work Excavation      : 11 Lakh Cumcompleted out of 676.86 Lakh Cum.
  • Cement Concrete                 :83Lakh Cumcompleted out of 13.25 Lakh Cum.
  • CC Lining                              :89 Lakh Sqmcompleted out of 47.70 Lakh Sqm.
  • CM & CD works                   : Out of 155 Nosof structures, 155 Structures are Grounded and 123 Nos Completed.
  • Value of work done             : Rs. 5199.52 Croresout of 5316.58 Crores of Revised Agreement value. An amount of Rs. 5190.04 Crs paid to Agencies for the work done (including all taxes).
  • Out of 88 Km of gravity canal, 99.88 Km excavation work was tackled.
  • Till Now 92%of Physical Progress has been achieved in all the 8 packages.
  • LAND ACQUISITION:

       In SRLIP Main Canal for Package No. 1 to 8: Non Forest land to an extent of 3653 Acres is required under Main Canal. Total 3653 Acres handed over to Irrigation        department. An amount of Rs. 339.29 Crores has been paid towards Land acquisition (Compensation, exgratia and RoFR exgratia).

FOREST LAND DETAILS:

  • Total Forest Land required is 4958 acres (Distributory system- 1175 acres). Out of 4,748 acres, Stage –I approval was accorded by MoEF& CC, Govt. of India on 02.02.2018 for an extent of 24 acres.
  • Payment of Rs 276.007 Crores was made towards forest levies. Stage-II permission was obtained vide GO.Ms.No.7 Dt: 16.02.2019.
  • Environmental clearance was accorded for SRLIP by MoEF& CC, Govt. of India on 07.01.2019.

TS TRANSCO:

  • The Chief Engineer, 400kV, TSTRANSCO Vidyut Soudha, Hyderabad has requested to deposit an amount of Rs. 525.51 Croresfor extension of Power supply to pump houses under SRLIP out of which 402.70 Crores has been deposited.
  • For Construction of Substation at Dibbagudem i.e., at Pump House No.4, an indent of Rs. 48.64 Crs has given by TSTRANCO. Token raised for 48.64 Crs.
  • For Pump House No. 1, 2 & 3 service connection charges tokens raised for 15.10 Crs(6.10+4.5+4.50).
  • Works of Power Lines & sub stations are completed and miscellaneous works under progress and are planned to complete by June-2024.

Sathupally trunk canals (Package Nos. 9,10,11,12):

  • Sathupally trunk canals for 86 Kms including 1 no. of Pump house is divided into 4 packages.
  • Out 86Kms Non Forest canal length is 70.40 Km and Forest canal length is 45.46 Km. Out of 45.46 Km Forest Land, RoFR/ Non-RoFR canal length is 17.90 Km.
  1. LAND ACQUISITION of Sathupalli Trunk Canal (STC):
  • Package No. 9 to 12: Non Forest land to an extent of 1737-15 Acres is required.

  • SITHAMMA SAGAR MULTI PURPOSE PROJECT (SSMPP):

          The Government has taken up construction of Sitamma Sagar Multi Purpose project with Rs.3481.90 Crores to store 36.57 TMC of water and irrigate 6.74 Lakh acres ayacut under Sita Rama Lift Irrigation scheme in Khammam, BhadradriKothagudem and Mahabubabad districts and to generate 320 MW Hydel Power (8×40 MW) and the work is awarded to M/s. Larsen & Toubro Limited, Chennai with an agreement value of Rs.2711.49 Crs.

Forest Lands:

  • Total forest land to be diverted for this project is 127.1262 Ha.
  • PCCF communicated authenticated forest maps for an extent of 128.0565 Ha.  After field verification the extent of forest land to be diverted is confirmed as 127.1262 Ha by DFO, Kothagudem.
  • RoFR Form – II for forest lands received from Collector & District Magistrate, BhadradriKothagudem vide Rc. No. A6/ RoFR/ ITDA/ 156/ 202 Dt: 25.05.2022.

CA lands: An extent of 127.8145 Ha (Ac 315-34 Gts) has been awarded by the District Collector, Kothagudem

  • Form – A uploaded for Stage – 1 Clearance vide proposal no SW/286920/2022 Dated: 03.08.2022 and Project Screening Committee meeting completed on 19.11.2022.
  • Final report under preparation by DFO, Kothagudem for submission to PCCF and review by Regional Office for grant of Stage-1 clearance.

Mini Tank Bund (MTB)- Chintala Cheruvu, Plavoncha:

  • Collector & District Magistrate Bhadradri Kothagudem has accorded administrate approval for the MTB work (Chintala Cheruvu, Palvoncha) for Rs. 10.00 Crs vide Procgs.No.58/Dy.SO/SDF/2022-2023 Dt:02.05.2023.
  • Agreement was concluded with L1 Bidder i.e., M/s CVR Constructions, Palvoncha vide SE,IC,Kothagudem LS AB No.03/2023-24, Dated: 05.08.2023 for Rs. 5,41,62,901.91 which is (-)11.04 % Less than the ECV of Rs. Rs.6,08,84,557.

Construction of Gabion Wall on L/s Bank of Murredu Vagu:

  • Government have accorded in principle approval to the work “Removal of Obstructions in Murreduvagu bed and construction of Gabion wall on L/S bank of Murredu Vagu on U/S & D/S of the Kothagudem to Bhadrachalam high level bridge, Laxmidevipalli Mandal, Bhadradri Kothagudem District”. Vide G.O.Rt.No.281 I&CAD(Projects-III) Dept. dt. 10/08/2023.
  • The Estimate was submitted to the Special Chief Secretary to Govt. by the Engineer-in-Chief (Genl) for according Administrative Approval for an amount of Rs. 33.50 Crores vide ENC(G)/CE(I)/SE(P&M)/DCE(MI)/DEE9/ AEE1®/ Murredu vagu dt. 14/8/2023.

Formation of new tank across Vattivagu near Godugubanda (V), Karakagudem (M).

  • The formation of new tank across Vattivagu near Godugubanda (V), Karakagudem (M) was proposed to irrigate 900 Acres.
  • The Collector & District Magistrate BhadradriKothagudem has accorded administrate approval for formation of new tank across Vattivagu for 18.06Crs.
  • CE, Kothagudem Accorded Technical Sanction vide CER No. 01/2023-24, Dt: 05.05.2023 for Rs. 18.06Crs.

BALANCE FLOOD BANK AT SUBHASH NAGAR, BHADRACHALAM.

  • The Government vide GO Rt No.321, Dt.26.09.2023 had sanctioned an amount of 38.045 Croresto complete the balance Flood Banks in Subhash Nagar colony in Bhadrachalam Town to protect Subhash Nagar colony and CRPF battalion camp in Bhadrachalam town from future floods.
  • Agreement was concluded with L1 Bidder i.e., M/s Harsha Constructions, Pvt Ltd vide SE,IC,Kothagudem LS AB No.19/2023-24, Dated: 18.01.2024 works are in progress.

Pulusubontha Project:

  • The Government vide G.O.RT.No.183, Dt: 21.02.2014 had accorded Administrative approval for 2010.00 Lakhstowards Forest and non-forest land acquisition in the work.
  • The Pulusubontha Project is proposed across Peddavagu near Narasapurampadu (V), Karakagudem mandal to provide irrigation facilities to Scheduled Tribes with an ayacut of 4500 Acres.
  • The estimate for “Formation of Pulusubontha Project near Narsapurampadu (V), Karakagudem (M), Bhadradri Kothagudem (Dist)” was submitted to the Government for 211.38 Croresfor according Administrative approval and is under consideration.
  • The DGPS Data along with KML files of the CA land of 240 Acres was submitted to the Principal Chief Conservator of Forest, Hyderabad for verification and authentication of the data and is under scrutiny at PCCF, Hyderabad.
  • Preliminary Notification was published and PD is under process for an extent of 210 Acres as a part of Land acquisition.
